The goal of the course – One of the important areas of the creative industries sector is cultural heritage, especially the subtle sphere, with special protective mechanisms and regulations. About 30% of the territory of Georgia is located in the protected zone of cultural heritage, both in the capital and in the regions. Up to 8000 buildings have the status of a cultural heritage site, including up to 900 national category monuments.
Most of the buildings of the central districts of Tbilisi have been granted the status of a cultural heritage site, as well as the historical parts of Mtskheta, Batumi and other cities. Residents live in these zones or thousands of buildings with the status of monuments, and there are various household, business, educational and cultural institutions. In the active phase of urban development in the country, both the private sector and individuals face difficulties and obstacles in the planning process of various projects in relation to cultural heritage sites and their protection zones.
In overcoming the existing difficulties and finding an optimal solution, you will be able to find a practical course of the Ketar Academy, which aims to study the rules and conditions for carrying out construction work on cultural heritage sites, archaeological works, and cultural heritage protection zones.
Lecture 1
Theory – the concept of cultural heritage and institutional arrangement of the field
- What is cultural heritage;
- Which bodies carry out state protection of cultural heritage and what rights and obligations they have;
- For planning/carrying out what type of activity it is necessary to consider the issues of cultural heritage preservation.
- How cultural heritage is recorded and classified, granted and removed the status of a monument to the facility;
- How the primary (temporary) protection of cultural heritage is detected or discovered;

Lecture 2
Theory – protection of cultural heritage sites and archaeological sites
- What is the basic principle of protection of the monument and what kind of work can be carried out on it;
- Types of archaeological work and the condition of conducting archaeological excavations;
- What are the necessary conditions for carrying out large-scale land works;
- In what cases it is allowed to take (dissolution) an archaeological site.

Lecture 3
Theory – Permit for works and archaeological works on cultural heritage sites
- By whom and on what legal grounds permits for works and archaeological works are issued.
- By whom and where to apply for permission and what it should be included.
- What is the project of works and archaeological work on the monument and what it should consist of;
- In case of urgent necessity, what kind of work can be carried out on the monument and what the project documentation of these works should consist of.
- For what period and under what conditions a permit for works and archaeological works is issued;

Lecture 4
Theory – Protective zones of Cultural Heritage
- The notion of a cultural heritage protection zone, the structure of zones and the rules for their establishment;
- Individual protective zones of the monument;
- Development protection zone;
- Development regulation zone;
- Historic Landscape Preservation Zone;
- Archaeological protection zone.
- The procedure for agreeing city-building documentation and carrying out construction activities in the protected zones of cultural heritage;

Lecture 5
Theory – offences in the field of cultural heritage and response mechanisms;
- Issues of responsibility of the owner/legal owner of the monument;
- Fines and criminal liability in case of violation of the permit conditions for works and archaeological works, or unauthorised conduct of works.

Presentations of works to be carried out on the Kutur Heritage Site by the listeners, or a description of the project to be implemented in the cultural heritage protection zone.
